What it seals
An FNS filter is a two piece tank held together by a clamp band. This o-ring is what actually seals that joint. The band supplies the clamping force, but the rubber does the sealing, and when it flattens, cracks or takes a set, the tank weeps at the seam every time the pump starts up.
Replacing it
Change it whenever the filter is opened for a grid clean or a full teardown. It is cheap next to the trouble of taking the tank apart twice. Fit it clean, and use silicone based lubricant if you use any at all, since petroleum grease breaks rubber down.
