The Hayward SP022320 is the Bobby disposable fill hose filter, 20 inches long. It attaches to the hose you fill the pool with, so the water is filtered before it ever reaches the water.
Why filter the fill water
Whatever comes out of the hose ends up in the pool. Particles carried in fill water are a common cause of staining on pool surfaces, and once a stain has set, getting rid of it is far more work than preventing it. Putting a filter on the hose is the cheap end of that problem.
How it is used
It is disposable. Fit it for the fill, let the pool take on water through it, then throw it away. There is nothing to backwash and no cartridge to rinse. It suits a new fill, a spring refill after a winter drawdown, or routine topping up.
