This is the Aladdin O-305-9, the replacement tank o-ring listed for the Hayward C-250-F filter. It is the seal between the two halves of the filter body, held closed by the band clamp.
When it needs changing
The usual sign is water at the seam. A tank o-ring lives under constant compression and constant pressure cycling, and over a few seasons it takes a set, loses its spring and stops filling the groove. Once that happens the clamp can be torqued correctly and the tank will still weep. A nick from a stone or a ring pinched during a clumsy reassembly does the same thing much faster.
Fitting
Wipe the groove and the sealing face clean before the new ring goes in, since grit left behind will hold the joint open. Use a silicone lubricant, not a petroleum grease, and bring the clamp down evenly rather than tightening one side at a time.
