Where it sits
The seal plate is the wall between the wet end and the motor. Two seals matter at that plate: the shaft seal, which handles the spinning shaft, and this o-ring, which handles the static joint around the outside. If the o-ring hardens or gets pinched on reassembly, water finds the joint and runs down the outside of the housing.
Fit a new one every time
