What it is
Air that collects in a filter has to be vented before the system will work properly, and the air bleed is the path it takes out. The small filter in that path screens what comes with the air, so grit and debris do not settle where the bleed needs to seal.
When to change it
A bleed that will not vent freely, or that keeps weeping after you have closed it, is usually fouled rather than broken. Fitting a fresh WC8-126Z is the first and cheapest thing to try.
