What the seal plate does
The seal plate is the piece between the motor and the wet end. The volute clamps against it, the motor bolts through it, and it carries the stationary half of the pump shaft seal. Everything about how well the pump holds water depends on that plate being flat and uncracked.
When it needs replacing
A hard freeze is the usual killer, and so is running for months with a shaft seal that leaks, because the water works at the plate and the bolt bosses. Once it is cracked or distorted, a new shaft seal will not seal against it.
Do it once
Fit a new shaft seal at the same time. The plate has to come off to do either job, so replacing both together saves a second teardown.
