Why the top goes first
The body of a diverter valve is buried in the plumbing and stays put for decades. The cover is the part that sits in the sun, gets stood on, and takes the twist every time somebody moves the handle. It cracks at a screw boss or splits across the top, and from then on the valve weeps at the lid or will not hold the setting you leave it at.
What to order with it
Replacing the cover means the valve body and its plumbing stay untouched, which is the reason to service a valve rather than cut it out. The diverter o-ring is a separate part, and since the valve has to come apart anyway, it is the sensible thing to change at the same time.
