What the float valve does
It rides the water level inside the skimmer. When the level falls far enough that the skimmer would start pulling air, the float closes off that path so the pump keeps drawing water instead. That is what stands between a low pool and a pump that loses prime.
Why it gets replaced
Float valves stick. Scale, grit and years of movement stop the float traveling freely, and a float that will not move is a float that will not close. Testing it at opening takes a minute; finding out it failed by losing a pump seal takes considerably longer.
