What it is for
The kit takes the larger 2-1/2 in. port and adapts it to 2 in. plumbing, at a union so the connection can be broken later. That last part is the whole point of a union at an equipment pad: it is what lets a filter or a valve come off for service without a saw and a pile of new fittings.
When to replace one
Union nuts crack when they are over tightened, threads strip, and the sealing face gets scored by grit. Once any of that has happened the joint weeps no matter how hard it is cranked down, and the joint should be replaced rather than tightened further. Fitting a new kit is the reliable end to a persistent drip at the filter.
