The Hayward CX3000Z3 is the air relief tube assembly used inside Hayward cartridge filter heads. It is the genuine Hayward part.
What it does
Air collects at the very top of a filter tank, above the water line and above the ports. The relief tube runs from the relief valve down into that space so the air has somewhere to go when you open the valve. It is a small piece of plastic doing a job you only notice when it stops working: the valve opens, water comes out, and the tank still holds air.

This tube is shown in the parts diagrams for the Super Star Clear C-2000 through C-5500 series and for the SwimClear cartridge filters. It is also carried under the Star Clear Plus and Star Clear II families. Filter heads changed across those generations, so read the model number off your tank label and match it against the diagram for your filter before you order.
