Why a cover fails
The cover is a sealing surface, not just a lid. Every time the handle moves the valve through its positions, the internal seals ride against it. Years of chlorine, heat and grit leave the face scored, and a cover that has been over tightened or frozen can crack or warp. Once that happens the valve either weeps at the body or lets water slip between ports, which shows up as a filter that will not backwash properly or a return that keeps flowing while the valve is set to waste.
