The joint it seals
The seal plate is what you unbolt to reach the impeller and the shaft seal. This o-ring is the gasket at that split line. When it fails the pump drips from the seam between the housing halves, which is easy to mistake for a failed shaft seal until you look closely at where the water is actually coming from.
Fitting it
Replace this o-ring every time the pump is opened, not only when it looks damaged. Rubber that has been compressed in a groove for several seasons takes a permanent set and rarely reseals once disturbed. A thin film of a pool rated o-ring lubricant on the new ring helps it stay in its groove and seat evenly as the housing is drawn back together.
